I am very much aware that Primrose Meadow is valued by many in the community and shares your concern about reports that it could be used for housing. I believe that the Meadow currently provides a much needed green space in the town and, while there may be a case for a community facility there, on that basis, I would not support its being developed for housing.
As you may be aware, the land is currently owned by Essex County Council but no application for its development has yet been received. If one were submitted, this would need to be determined by Maldon District Council as the local planning authority. Under the current Local Development Plan, the land is not identified for development, which as you may know has instead been approved for the South Maldon and North Heybridge Garden Suburbs.
Additionally, I have discussed this matter with Jane Fleming, the new County Councillor for Maldon and with Cllr Kevin Bentley, the new leader of Essex County Council, and they are investigating to establish at what stage any potential proposal currently is, should there be one. I have also discussed this issue with Councillors on Maldon District Council, who are prevented from expressing a view ahead of any determination of an application but are very much aware of the strength of local opinion.
